In 1998, California passed three pieces of legislation directed at animal shelters to reduce animal suffering: the Vincent Law, the Kopp Law and the Hayden Law.
UCLA Law Professor Taimie Bryant, Ph.D. explains the various provisions of the legislation in the outstanding 42-page report posted here.
Hayden is updated in Dr. Bryants March 2004 article, The Uncertain Present and Future of the Hayden Shelter Reform Legislation of 1998.
